从效率差异视角构建国家创新影响力评价方法,揭示“一带一路”沿线国家创新要素流动倾向性以促进交流合作。运用DEA模型测算各国创新效率,根据DEA原理识别国家间的认可关系,构建创新网络并用节点特征向量中心度表示各国创新影响力,分析创新影响力类型、创新网络特征及创新投入冗余率与产出不足率。结果发现,各国创新效率存在显著差距;各国分别处于创新网络中心、核心和边缘位置,国家创新影响力依次递减;按照创新要素相对强度,沿线国家可分为6种创新类型;最后,提出沿线国家间开展创新交流与合作的必要性和途径。  相似文献

无备选站址条件下的客运站自动选址是线站协同优化的前提和基础,而不局限于车站选址的代价最小化,同时考虑连接车站间区间线路的代价具有重要意义。构建复杂山区铁路客运站自动选址模型,首先,建立综合地理信息模型,基于线站一体化的设计理念,实现单个车站选址,确定站心位置及站坪方向;其次,以公路线形优化模型的改进算法完成站—站间自动选线设计;最后,将车站选址代价与区间线路代价紧密结合起来,计算综合代价,实现站址方案的优选。以山区铁路为例对该方法进行验证,结果表明,该方法能高效生成山区铁路车站方案集,并辅助设计人员进行方案优化。  相似文献

In this paper we focus on how co-branding can be used on industrial markets to increase value. Adaptive co-management brings together collaborative and adaptive approaches in pursuit of sustainable resource use and social-ecological resilience. Enthusiasm for this management approach, however, is countered by recent critiques regarding outcomes. A lack of evidence from consistent evaluation of adaptive co-management further exacerbates this situation. This paper revisits the issue of evaluation in natural resource management and recasts it in light of complex adaptive systems thinking. An evaluative framework for adaptive co-management is developed which directs attention toward three broad components: ecosystem conditions, livelihood outcomes and process and institutional conditions. Scale-specific parameters are offered for each component to facilitate systematic learning from experience and encourage cross-site comparisons. Conclusions highlight the importance of systematically incorporating evaluation into the adaptive co-management process and recognize the challenge for resource agencies and researchers to shift from a conventional to a complex adaptive system perspective.  相似文献

Is new market creation a search and selectionprocess within the theoretical space of all possible markets? Or is it the outcome of a process of transformation of extant realities into new possibilities? In this article we consider new market creation as a process involving a new network of stakeholders. The network is initiated through an effectual commitment that sets in motion two concurrent cycles of expanding resources and convergingconstraints that result in the new market. The dynamic model was induced from two empirical investigations, a cognitive science-based investigation of entrepreneurial expertise, and a real time history of the RFID industry. 操作风险涉及银行经营活动的所有领域、各个环节和所有人员,不同银行、不同业务、不同环节的操作风险特征都不相同。操作风险度量是对操作风险进行经济资本配置的基础,目前还没有普遍适用的操作风险度量方法,现有的一些主流模型没有充分考虑内部控制对操作风险的影响和操作风险的因果性特征。因此,操作风险度量模型应考虑到其特征,既要综合主观和客观两方面的因素,也要可以灵活地进行动态调整。考虑到我国商业银行操作风险管理的实际,在操作风险度量模型的选择上,可用内部控制评价结果调整的基本指标法和标准法作为自上而下的度量模型,用贝叶斯网络技术作为自下而上的度量模型。  相似文献

Problems in agriculture and land use are increasingly recognised as complex, uncertain, operating at multiple levels (field to global value chains) and involving social, economic, institutional, and technological change. This has implications for how projects navigate complexity to achieve impact. However, few studies have systematically evaluated how project actors engage with other actors to configure capabilities and resources across multiple levels in agricultural innovation systems (AIS), from the individual to the network, to mobilise and build systemic innovation capacity. An analytical framework conceptualising the nested configuration of capabilities at multiple levels in the AIS is applied to two projects that successfully tackled agricultural and land management problems of differing complexity: (i) improving lamb survival; and (ii) sustainable land management in New Zealand. Findings indicate that innovation capacity constitutes project actors interacting with other AIS actors to configure capabilities and resources at different levels of the AIS in order to leverage positive project path dependencies and break path dependencies that are created by existing and historical capability configurations. Project actors also balance exploiting existing innovation capabilities, as well as using adaptive capability for exploring and creating new capability configurations to respond to emerging circumstances. This implies that projects should have strategic ambidexterity in terms of how they combine exploiting existing and exploring new networks to access, combine, create, or disconnect certain capabilities to address ‘capability voids’ in AIS. This requires support to projects to constantly scrutinise, through reflexive monitoring by dedicated facilitators, specific agriculture and land use policies connected to major sustainable development models (e.g. climate smart agriculture, urban farming, smart farming). The can help assess whether the AIS provides the right mix of capabilities and whether this is adequately supported by innovation policy, to realize transformative policy objectives.  相似文献

This paper constructs a duplex banking network formed by credit relationships and information interaction via the banks’ balance sheet to model the structure of systemic risk and investigate the dynamic mechanism of contagion in terms of default and liquidity infection along with the factors that affect the extent of the contagion. We systematically explain the role that duplex banking networks play in different aspects of risk contagion. Through theoretical analysis and simulations, we conclude that asymmetric information interaction would increase the inflexibility of the system, which leads to liquidity shortage and possibly the collapse of the whole market. The weakness of systemic risk in the interior of the complex banking system can be characterized by the partial discount factor using illiquid assets in the information network. By improving the connectedness of the information network of the duplex networks, the spread of contagion can be partially slowed.  相似文献

This paper reports a comparative qualitative study of how decision-makers in internationalizing SMEs respond to relevant institutions in their domestic environment through networking activity. Twenty SMEs are compared respectively from a developing economy (Egypt) and a developed economy (UK). The two countries contrast both in the effectiveness of their institutional support for SMEs and in their cultural norms towards network relationships. Substantial differences are found between the two national samples in SME decision makers’ networking behaviour in response to specific institutional conditions. The links between institutional conditions, national cultural norms and SME networking responses are explicated in a new theoretical model.  相似文献

府际关系协调有利于实现创新资源、要素的有效汇聚与整合,进而提升政策有效性。以京津冀为例,构建中央-地方多层级府际关系模型,分析中央政策主体合作网络特征与政策扩散特征、地方政策主体合作网络特征与政策执行特征的相关性。研究发现,中央政府部门间形成了以科技部为核心的核心—边缘网络结构特征;北京市政府部门间呈现出以中关村科技管理委员会为核心的核心-边缘网络结构特征;天津市政府部门间呈现出以天津市科学技术委员会为核心的星型网络结构特征;河北省则没有形成稳定的网络关系。中央政策主体合作网络中的度中心性与政策扩散广度具有相关性;地方政策主体合作网络中介中心性、度中心性与政策执行强度具有相关性。  相似文献
